Raymond E. Bell Jr. is the President of R. Emmanuel Bell Consulting. Mr. Bell is a keynote speaker, facilitator and Author. Raymond Bell as become a national leader in the area of youth and young adult career training and workforce development in urban communities since he started the H.O.P.E. Project, aka “The Harvard of the Hood”.


Prior to starting R. Emmanuel Bell Consulting, Mr. Bell spent 15 years at the U.S. Department of Agriculture, where he was instrumental in largest behavior change training in the history of the federal government at the time.


Throughout the course of his career, Mr. Bell has served as a facilitator and trainer for government agencies and corporations. Mr. Bell spoke to groups as small as five people and groups as large as five hundred.


In spring of 2009, after many years of research and development, Mr. Bell kicked-off the H.O.P.E. Project, a career training program for young people ages 18-35. The program was designed to prepare socially and economically disadvantaged young people for rewarding careers as help desk and application support professionals. The H.O.P.E. Project graduates have an average salary of $35,000 a year. A Documentary and book about the H.O.P.E. Project will be release soon.


Mr. Bell is a member of the American Society for Training & Development (ASTD), the International Society for Performance Improvement (ISPI) and the Washington DC, Chapter of the American Society of Training & Development. Mr. Bell attended the University of Maryland University College, the University of the District of Columbia and Ballou Senior High School.
